Will the current model of financing and decision-making in elementary education enable India to shift its focus from building schools to ensuring children learn? The PAISA studies seeks to answer this question by tracking the flow of funds from the point of origin i.e. GOI and State Government to the District down to the final point of expenditure: the school. The fund flow was reconstructed through a detailed analysis of GOI and State governments' planning and budget documents as well as a district-wide school level sample survey covering over 1300 schools across 9 districts. It has been compiled into 8 pages of visually appealing and easy to understand District Report Cards. The overview document provides a comprehensive analysis.
