How to use Mapping Governance

NGOs

You are a non-governmental organisation that wants to work with the government on nutrition. India’s nutrition related work currently includes a wide umbrella of both direct and indirect interventions focussing on women and children, engaging a complex web of functionaries working across departments and levels of governance. As a government-outsider, this can be hard to disentangle.

By learning about governance through our Maps, you can start to unravel and understand the complexities in this system, better target your efforts and approach your work with the government from a more informed perspective that is cognizant of the ground realities.

Young Professionals

You are a non-governmental organisation that wants to work with the government on nutrition. India’s nutrition related work currently includes a wide umbrella of both direct and indirect interventions focussing on women and children, engaging a complex web of functionaries working across departments and levels of governance. As a government-outsider, this can be hard to disentangle.

Through our Maps, you can understand what roles are performed by various functionaries at different levels of governance, and identify sites where you can intervene to help improve service delivery.

CONSULTANTS

You are a newly recruited Consultant with the government advisory arm of a multinational management consulting firm. You have been asked to create Key Performance Indicators to develop a just-in-time model for the transfer of funds and of grains for public distribution.

Our Maps can help you understand how the fund flow system currently works and where you may encounter potential roadblocks.

National organisations

You are a national organisation interested in initiating nutrition-related activities across various states. Due to India’s federal structure, governance systems and structures vary across states. For example, while the Integrated Child Development Services programme is driven by the Department of Women and Child Development in Rajasthan and Madhya Pradesh, in Bihar it is driven by the Department of Social Welfare.

Additionally, the level of decentralisation varies across states and influences which activities are conducted at which level and which functionaries hold authority. For example, if you are interested in working on recruitment and training of community health workers, our Maps can help you understand which level of governance you should approach.
